Is it permissible to pray behind an imam who, after the Fajr (dawn) Adhan (call to prayer), says, "We have entered the morning, and to Allah belongs all praise; we have entered the morning, and to Allah belongs all praise; we have entered the morning, and all praise is due to Allah, Lord of the Worlds," and gives the Adhan twice for Dhuhr (noon prayer) every day, and three times on Fridays?

What this Imam does, by adding to the prescribed words of the Adhan, or by having more than two Adhans on Friday, is contrary to the Sunnah and is an innovation. For Friday, only two Adhans are prescribed, as was the practice during the time of Uthman, may Allah be pleased with him. He should be advised and informed about the sayings of the scholars. If he does not desist, then it is preferable to pray behind someone else who adheres to the Sunnah, even though praying behind him is valid as long as he does not violate any of the conditions or pillars of prayer.
