Is it permissible to take a usurious loan to pay the price of an apartment before receiving it, knowing that the owner has waived the remaining installments if a certain amount is paid within a specific period?

Some scholars have permitted the issue of "put down and hasten" (da' wa ta'ajjal), among them Sheikh Al-Islam Ibn Taymiyyah and his student Ibn Al-Qayyim. It is also the choice of the Permanent Committee, and it has been attributed to Ibn Abbas, may Allah be pleased with them both. Ibn Al-Qayyim holds that this issue is the opposite of usury (riba); for usury is an increase in exchange for a delay, whereas here it is a concession of part of the debt in exchange for waiving the term, which benefits both parties without usury. There is no text, consensus, or sound analogy that prohibits this, and it is not permissible to arrive at it through an usurious loan.
