What is the ruling on teaching the Qur'an collectively before the Friday sermon?

Teaching the Quran is one of the best acts of worship, but teaching it aloud before Friday prayer might lead to some undesirable consequences: including disturbing those praying or reciting. The Prophet (peace be upon him) forbade raising one's voice with the Quran in a way that harms others. Another is the dislike of forming circles in the mosque on Friday before the prayer, based on the hadith narrated by Amr ibn Shu'ayb, from his father, from his grandfather, that the Prophet (peace be upon him) "forbade forming circles in the mosque on Friday before the prayer." Forming circles was disliked so as to engage in prayer and listen to the khutbah (sermon), or because it breaks the rows. Ibn Uthaymeen stated that holding a public lesson with a loudspeaker before Friday prayer is a reprehensible innovation (munkar and bid'ah) because it disturbs and distracts people, and it did not occur during the time of the Prophet (peace be upon him). Admonition and remembrance should take place during the prescribed khutbah.
