What is the ruling on money remaining from stationery provisions, which the commander refused to take back, and which can no longer be returned to the concerned authority years after the battalion's name and leadership changed?

The Prophet, peace and blessings be upon him, warned against taking public funds unlawfully, explaining that whoever takes it without right will face dire consequences on the Day of Resurrection, and that those who unlawfully meddle with the wealth of Allah will have the Fire. Therefore, the one who commands the taking of anything from public funds is not permitted to do so unless authorized by the competent authorities. To clear one's conscience from this money, it must be returned to the state treasury if they are just in its collection and distribution. Otherwise, it should be spent on general Muslim interests such as bridges, mosques, and public roads, or the person should give it as charity to the poor, even if they are relatives whom he is not obligated to support. This should ideally be handled by an upright judge; otherwise, a man of piety and knowledge should undertake it, or the person himself can do it. The aim is to disburse it to the rightful beneficiaries.
