Is expiation considered valid if the feeding of children from a charity organization for lunch is done with the intention of making up for the expiation of delaying Ramadan and other expiations?

The rulings regarding expiations (kaffarat) vary: the expiation for delaying [fasting in] Ramadan can be fulfilled by feeding a number of needy people with one meal, proportionate to the delayed expiations. However, for the expiation of oaths, a single meal is not sufficient; rather, two satisfying meals (lunch and dinner) are required. This is the opinion of the majority of scholars. It is a condition for all types of feeding that those who are fed must be needy people (masakin).
