How can one reconcile the verse of divorce that sets the waiting period for the minor at three months with the jurists' view that it is impermissible to consummate marriage with a minor until she is fit for intercourse? And does the minor, in this case, fall under the verse of Al-Ahzab?

The divorced young girl (who has not yet menstruated) observes an iddah (definition) (waiting period) of three months, based on the Almighty's saying: "And those who have not yet menstruated." As for a woman whose husband has died, she observes an iddah of four months and ten days, due to the generality of the Almighty's saying: "And those of you who die and leave wives behind, they shall wait on their souls for four months and ten [days]." It is permissible to consummate marriage with a young wife and have intercourse with her if she is able to bear it; otherwise, it is not.
