In the verse, 'sent down' (anzala) means 'created,' and does not refer to livestock descending from the sky, just as in His (Allah's) saying, "And We sent down iron," (57:25) and "He sent down for you of the livestock eight pairs." (39:6) Creation is expressed by 'sending down' because sustenance on earth comes through rain sent down from the sky, or because the provisions of mankind are decreed in the heavens. Ibn Kathir held that 'sending down' is to be taken literally, and what is meant is sending down from the loins of the livestock, i.e., He created for you from the loins of the livestock eight pairs.
