The default is that it is forbidden to ask people for charity. However, it is permissible for a poor person who does not possess what suffices his needs, or is unable to earn it, to ask people to meet his essential needs, and this includes the need for marriage. So, if a person is poor and cannot marry except by asking people, and fears hardship for himself, it is permissible for him to ask for zakat, sadaqat (charity), and gifts to keep himself chaste. Nevertheless, fasting is recommended for those who cannot marry, because it weakens desire. It is preferable to continue fasting until it yields its fruits in calming the soul and curbing desire.
