What should a person do who has entered into a state of Ihram from the plane and been prevented from entering the Holy Land due to lacking a visa?

If an Umrah performer is prevented from entering the Haram due to not having an entry visa after assuming ihram, then he is treated as one who is muhsar (prevented from completing his pilgrimage). The majority of scholars hold that a muhsar due to an enemy or an impediment is permitted to exit the state of ihram and must offer a hady (sacrificial animal), based on the Almighty's saying: "But if you are prevented, then [offer] what can be obtained with ease of sacrificial animals," and based on the action of the Prophet, peace and blessings be upon him, and his companions on the day of Hudaybiyyah. The hady is a sheep or one-seventh of a camel, and whoever cannot find one must fast ten days. He is not required to make up that Umrah.
