Is it permissible to marry a girl with her consent and the consent of her family (mother, siblings, and relatives), but with the refusal of her father, who has been absent from their lives for 17 years, by marrying her off through the closest guardian after the father?

The woman's guardian (wali) in marriage is her father, then her paternal grandfather, then her son, then her full brother, then her half-brother (from the father's side), then their sons (nephews), then the paternal uncles. The mother or other relatives have no right to object to the father's guardianship in marrying off his daughter. If one of the guardians other than the father marries her off, there is a difference of opinion among scholars regarding the validity of her marriage. Al-Mardawi is of the view that it is not valid.
