Does the husband's statement to his wife, "Divorce me and I will divorce you," constitute a divorce?

The statement uttered by the husband does not, by itself, constitute khul' (divorce at the wife's instance) or talaq (repudiation). Talaq does not occur merely by a promise or threat of it. Khul' occurs through the husband's offer and the wife's acceptance, based on a compensation they agree upon.
