Is it permissible to drive a car without a driver's license, knowing that I possess the skill of driving, and I will drive the car within the area where I reside, and knowing that obtaining the license in the country where I live requires paying a bribe, and if I don't pay, I will face harassment and rejection?

One must abide by the laws of the countries they reside in, unless they contradict Islamic law, because "the actions of the ruler concerning the ruled are bound by what is in their best interest." Among these laws is obtaining a driver's license, as it protects lives and property, and violating it leads to chaos.

Therefore, it is not permissible to drive a car without a license. If there are difficulties in obtaining it, it is not permissible to offer a bribe. However, if obtaining the license depends on paying a bribe, then it is permissible to pay it, and the sin is on the receiver, not the giver.
