Is paying money to someone to obtain a driver's license that the applicant is not legally entitled to, in their country of residence, considered a bribe?

If it is an ordinary driving license, and you are proficient in driving, there is no harm in paying money to obtain it; the sin is on the one who takes it. However, if it is a license for taxis or similar vehicles, and the state deems it necessary to restrict some of them for a religiously valid interest, then it is not permissible to resort to deception or pay money to obtain it.
