What is the ruling on deputyship (at-tawliyah) in Sharia, and what is its modality? Does the deputy have the right to dispose of everything that comes to the shrine? What is the manner of disposal? Is it permissible for him to sell carpets, mats, oil, or candles, or to dispose of them? What is the ruling on vowed money (an-nuqud al-mandhurah) and to whom should it be disbursed? Is it permissible for unveiled, semi-naked women to visit the shrine? Is it permissible for menstruating and post-partum women to visit the shrine?

We have no knowledge of Al-Mutawalli. The ruling on vowing to the occupants of graves and building shrines over them has been previously explained. There is disagreement regarding women visiting graves. The majority of scholars permitted it, while others prohibited it due to the differing ahadith. For those who permit it, there is no distinction between a menstruating woman (ha'id), a woman in postpartum bleeding (nufasa'), or a ritually pure woman (tahir). However, the disagreement specifically pertains to the case where the woman is modestly dressed. If she is immodestly dressed (safirah) or semi-naked, it is not permissible for her to leave her home at all, let alone visit shrines.
