Is it obligatory to repay the bank loan before going on Hajj?

The debt that prevents one from performing Hajj is that which meets three conditions: that it is due immediately, that the creditor does not permit one to perform Hajj, and that the debtor does not possess enough wealth to repay the debt. A bank loan does not prevent one from performing Hajj unless it affects the repayment of installments.
