Is it permissible for a woman to perform Hajj with a campaign group without her husband, while she resides in Jeddah?

A woman is not permitted to travel except with her husband or a mahram, even if the journey is short. However, if the Hajj is an obligatory one (Hajj Farīḍah), some scholars have permitted a woman to go if she feels safe, especially if accompanied by trustworthy companions. As for a voluntary Hajj (Hajj Taṭawwuʿ) or Umrah, a woman is not permitted to go without a mahram.
