Is it permissible for a human being, whether a disbeliever or a Muslim, to pray for the the destruction of another, or for its imminence?

The haste of Thamud for punishment was an act of denial and defiance towards the Prophet Salih (peace be upon him), as is the custom of those who deny prophets. They said: "O Salih, bring us what you promise us, if you are one of the Messengers." This haste for evil and praying for it is a human habit in times of anger and distress, as mentioned in the verse: "And man invokes evil as he invokes good, and ever was man hasty." This verse criticizes those who pray for evil upon themselves, their wealth, or their children in moments of anger. If Allah were to answer them, He would destroy them, but He forgives due to man's hastiness. The verse was revealed concerning those who pray for evil instead of good, such as the Quraysh who prayed for punishment to be sent down instead of guidance.
