Is zakat due on an apartment inhabited by the owner and his family, or an apartment he bought to move into and needs finishing, or an apartment designated for summer vacation?

Real estate is not subject to zakat unless it is owned with the intention of trade. Zakat becomes due on its yield if it reaches the nisab and a hawl (a lunar year) has passed over it. As for real estate used for dwelling, there is no zakat on it.
