Does the noble Hadith: "A youth who grew up in the worship of Allah" refer to a young person who dies in their youth?

This virtue is not exclusive to a young man who dies in his youth, as there is nothing in the narrations of the hadith (definition) that restricts it. The wisdom in specifying this age is that youth is a time when desires are likely to overpower, and the inclination to follow whims is strong. Adhering to worship during such a time is more difficult and a stronger indicator of the triumph of piety.
