Does the wearing of the iḥrām garment, and its accompanying baring of the right shoulder, cause fitna for men and women?

The state of ihram (ritual consecration) was legislated to demonstrate the servant's humility before their Lord by stripping away adornment and arrogance, and to remind people of the Day of Resurrection and the equality between rich and poor.

A believer must submit to the command of Allah and His Messenger without any reservation. Allah Almighty says: (But no, by your Lord, they will not believe until they make you, [O Muhammad], judge concerning that over which they dispute among themselves and then find within themselves no discomfort from what you have judged and submit in [full, willing] submission).

The absence of discomfort and reservation regarding Allah's judgment is a condition for faith. Ibn Al-Qayyim said: "He (Glorified be He) swore by His Sacred Self, an emphatic oath preceded by a negation, that mankind will not believe until they make His Messenger a judge in all matters over which they dispute… And their faith is not established merely by this judgment, until discomfort is removed from them… Nor is their faith established by that alone, until it is supplemented by accepting His judgment with contentment and submission, without contention, and with the absence of opposition and objection."

Any reservation about this legislation must be combatted so that one's inclinations follow what the Law has brought. Allah Almighty says: (It is not for a believing man or a believing woman, when Allah and His Messenger have decided a matter, that they should [thereafter] have any choice about their affair. And whoever disobeys Allah and His Messenger has certainly strayed into clear error).

The remedy for the temptation some people experience due to ihram garments is to lower one's gaze and avoid suspicious situations. Allah Almighty says: (Tell the believing men to reduce [some] of their vision and guard their private parts. That is purer for them. Indeed, Allah is Acquainted with what they do. And tell the believing women to reduce [some] of their vision and guard their private parts and not expose their adornment except that which [necessarily] appears thereof).
