What is taqiyya, and do only Shiites practice it, or Sunnis as well?

Taqiyyah among the Rafidah (Shiites) is one of the fundamentals of their religion, meaning to outwardly display something contrary to what one inwardly believes, as an act of religious devotion. It is falsehood and deception. As for the People of Sunnah, lying is a characteristic of hypocrites. Sheikh al-Islam Ibn Taymiyyah viewed taqiyyah among the Rafidah as the emblem of hypocrisy, meaning to say with the tongue what is not in the heart. As for the People of Sunnah, taqiyyah is a temporary concession in cases of dire necessity and extreme fear. It is only permissible when there is fear of death or great harm. For them, it is exercised with disbelievers, not with Muslims, unlike the Rafidah, who consider it permissible with Muslims. In summary: Taqiyyah in Islam is a concession in times of necessity, whereas among the Rafidah, it is a pillar of their religion, and whoever abandons it among them is considered to be like one who has abandoned prayer.
