Is an infidel who recites the Two Testimonies but does not perform ghusl considered an infidel or a sinful Muslim, and what is the period between the recitation and the ghusl?

Scholars differ on the ruling concerning the ritual bath (ghusl) for a disbeliever (kafir) upon converting to Islam. However, according to the view that ghusl is obligatory, one enters Islam simply by uttering the Two Testimonies (Shahadatain), even if ghusl has not yet been performed. Ghusl is prescribed immediately for the convert to Islam, and it is obligatory according to the view that deems it so, based on the hadith of Qais ibn Asim, who embraced Islam and the Prophet (peace and blessings be upon him) commanded him to perform ghusl. The letter "fa" in "fa'amarahu" (فأمره - "then he commanded him") indicates immediacy. Delaying ghusl is strictly prohibited.
