Is it permissible for a company to prepare bids for other companies, by agreement with them, in order for it to win a tender that it knows it is most qualified for, in order to fulfill the procedural requirements of the requesting entity?

If the authorities are legally authorized to set regulations for tenders, then these regulations must be fulfilled to achieve the public interest, as they provide an opportunity for everyone and encourage competition based on the quality of the offer and its low cost. Therefore, it is not permissible to agree with other bidders for your nominal victory. It is permissible to agree with some competitors to pay them compensation in exchange for their withdrawal, but it is not permissible to do so with all or most of them, or with someone who holds the status of a group, such as the market leader (shaykh al-souq).
