If the authorities are legally authorized to set regulations for tenders, then these regulations must be fulfilled to achieve the public interest, as they provide an opportunity for everyone and encourage competition based on the quality of the offer and its low cost. Therefore, it is not permissible to agree with other bidders for your nominal victory. It is permissible to agree with some competitors to pay them compensation in exchange for their withdrawal, but it is not permissible to do so with all or most of them, or with someone who holds the status of a group, such as the market leader (shaykh al-souq).
