The meaning of the statement is that the hypocrites were not forbidden from repentance; rather, they were forbidden from false excuses. Repentance is required of them and accepted if they are sincere in it, in confirmation of His saying, the Almighty: "Except for those who repent and correct themselves and hold fast to Allah and make their religion sincerely for Allah - those will be with the believers. And Allah is going to give the believers a great reward."
