What is the ruling on someone who says, "In shā’ Allāh, I will complete reading the Qur’an," but then does not complete it due to circumstances, and thereafter says, "I will read soon," but does not do so without a reason?

Reading the Qur'an has great merit, and the Qur'an is the best form of remembrance (dhikr). Allah has prepared forgiveness and a great reward for men and women who remember Him. Allah has also praised those who recite His Book and promised them a trade that will never perish. The Prophet, peace and blessings be upon him, promised the reciter of the Qur'an a tremendous reward, as a good deed is multiplied tenfold. A Muslim should therefore be keen on reading the Qur'an. Reading the Qur'an is a recommended Sunnah (definition); so, if one says he will read but does not, there is no sin upon him, but he has deprived himself of the reward. Reading the Qur'an is not obligatory except for Al-Fatihah in every rak'ah (unit) of prayer. If one makes a vow to read, he must fulfill his vow.
