Is it permissible to buy a government financial grant allocated for building a house from another person to whom this grant was designated, and he was unable to start building due to lack of funds, either by paying the amount directly or after receiving the first installment from the state?

It is not permissible to allow the sale of financial aid granted by the state to citizens as assistance in obtaining housing, because it violates the condition of the grant, and because the method of sale involves Sharia prohibitions such as Riba al-Fadl (usury of surplus) and Riba al-Nasi'ah (usury of delay), or the accumulation of two debts (ta'mir al-dhimmatayn).
