What is incumbent upon a mother who has forbidden herself from visiting neighbors and wearing gold due to family problems, and then desired to visit neighbors, but possesses no money?

Prohibiting what is lawful does not make it unlawful. Scholars have differed on the consequences of prohibiting what is lawful. Some are of the view that it is an idle vow, except in the case of prohibiting one's wife. Others believe that expiation for an oath (kaffarat yameen) is obligatory. The preponderant opinion is that expiation is obligatory, based on Allah’s Almighty saying: (O Prophet! Why do you prohibit what Allah has made lawful for you, seeking to please your wives? And Allah is Forgiving, Merciful. Allah has already ordained for you the dissolution of your oaths). Therefore, your mother should visit her neighbors and wear gold, and she owes expiation for an oath: feeding ten poor persons or clothing them, or emancipating a slave. If she cannot find any of these, then fasting for three days.
