The financial support () of the disabled sister is obligatory upon the mother if there is no other provider for her than her mother, and she (the sister) has no wealth. In this case, it is not permissible for the mother to give her to your sister, because it is not permissible for someone to give their zakat to a person whose financial support is obligatory upon them. As for you, it is permissible for you to give your zakat to your sister if she is poor or needy. Her being mentally disabled alone is not sufficient for her to be among the recipients of zakat.
