What is the wisdom behind Allah Almighty's allowing the greatest criminals to conspire in every village, and allowing the affluent to commit debauchery therein, even though their scheming ultimately harms no one but themselves, and their debauchery leads to the destruction and ruination of villages?

The summary of the Fatwa: Delving into the divine decree (Qadar) is forbidden. A Muslim must rid himself of psychological and satanic whispers by seeking refuge (in Allah), and he should learn from the texts of the Sharia, not from doubts. Allah Almighty is the Owner of the universe; He does what He wills. He created man and sent messengers to show him the path of good and evil, and He granted him intellect, will, and choice, so that he may be held accountable for his earning and actions.

The deeds of servants are written with Allah Almighty. Nevertheless, Allah does not punish disbelievers until after proof has been established against them by sending down books and messengers, and because they chose the path of error by their free will. Man does not know what has been written for him until it occurs, and he must strive on the path of guidance just as he strives for his worldly interests. It is not permissible to use divine decree and destiny as an excuse for committing sins.

The verse, "And when We intend to destroy a city, We command its affluent ones, so they defiantly disobey therein" (Al-Isra:16), is interpreted to mean that Allah commanded them to obey, but they disobeyed, not that He commanded them to commit transgression. The existence of evil in the universe is for great wisdom, and Allah is not questioned about what He does, while they will be questioned.
