The blood resulting from the rupture of the hymen is not menstrual blood; rather, it is virginal blood (dam 'adhrah) that exits due to defloration. Consequently, it does not prevent fasting or prayer. As for marriage in Ramadan (definition), it is permissible. However, if a person does not feel secure against falling into what is prohibited during the daytime in Ramadan, then they should postpone the marriage until the month ends.
