Does a son's emigration with his family to Europe without his mother's permission, due to the poor conditions and daily shelling in his city in Syria, constitute disobedience?

For a son's travel to be permissible, it is stipulated that he must not neglect his mother, that his journey be safe from dangers, and that he be secure from temptation regarding his religion, being able to perform his religious rituals in the country he intends to visit. It is preferable that he seek his mother's رضا (pleasure/satisfaction) and permission before traveling.
