If the tissue is wet with impurity (najasah), then it is not sufficient for istinja' (cleaning after defecation/urination) with it, as it will transfer the impurity. In this case, the area must be washed with water. However, if it is wet with pure water, it does not transfer impurity if the substance of the impurity has been removed, because the ruling does not transfer. Istinja' with fewer than three wipes is valid according to some scholars if thorough cleansing is achieved.
