Is it permissible to mention God (dhikr Allah) at the beginning of eating if the urethra and clothes have been soiled by madhy (pre-seminal fluid) and have not been washed?
Al-madhy (pre-seminal fluid) is impure (najis), necessitating the purification of any part of the body or clothes it touches. It also requires washing the entire male organ. However, if this becomes too difficult, it suffices to sprinkle water on it. It is a minor ritual impurity ( asghar) that only nullifies ablution (wudu’).
As for the remembrance of Allah (dhikr), it is preferable to be in a state of complete purity. However, there is no harm for someone in a state of minor or major ritual impurity to remember Allah the Almighty. The Prophet, peace and blessings be upon him, used to eat while in a state of impurity, and he said: "I was only commanded to perform ablution when I stand for prayer."
