Is the vision of Allah in Paradise exclusive to the believers who will not be tormented in Hellfire, or is it general to all inhabitants of Paradise, including disobedient Muslims?

The vision of Allah is firmly established for all believers without distinction between the obedient and the disobedient, or the punished and the saved. This is based on the generality of evidence from the Qur'an and Sunnah. From the Qur'an, Allah says: (Some faces that Day will be radiant, looking at their Lord) [Al-Qiyamah: 22-23]. The radiant faces are those of the believers, and the disbelievers are veiled from Allah, as He says: (Nay! Surely, they will be veiled from their Lord that Day) [Al-Mutaffifin: 15]. From the Sunnah, the Prophet (peace be upon him) said: (Indeed, you will see your Lord as you see this moon, without any difficulty in seeing Him).

Scholars have explicitly stated this. Ibn Battah mentioned that believers will see their Lord on the Day of Resurrection with their physical eyes. Sheikh Al-Uthaymeen clarified the categories of people on the Day of Resurrection regarding the vision of Allah: pure disbelievers will not see Allah, pure believers will see Him on the Day of Resurrection and in Paradise, and hypocrites will see Him in the gathering places of Resurrection then be veiled from Him. In summary, all believers will see their Lord.
