Is zakat on money obligatory for a losing business that has completed a full year (hawl), with the remaining amount exceeding the nisab but in the form of frozen goods?

If the value of goods prepared for trade reaches the minimum threshold (nisab) either by itself or by what is added to it from money or other trade commodities, and a full year (hawl) passes while it is in that state, then zakat is obligatory upon it.
