What is the interpretation of: "You shall not tear the earth, nor shall you reach the mountains in height"?

These words are part of the noble verse: "And do not walk upon the earth exultantly. Indeed, you will not tear the earth [apart] and you will not reach the mountains in height" (Al-Isra: 37), which prohibits conceit and arrogance. "Marah" (مرح) is conceit and pride. The meaning of the verse is that the arrogant person will not be able to tear the earth by his walking or reach the height of the mountains. This is a mockery of him and a demonstration of his helplessness, showing that no matter how arrogant he becomes, he will not achieve anything.
