What is the ruling on someone who masturbated more than once in a single day during Ramadan, then fasted without performing ghusl, despite repeatedly swearing not to do so, and does the ruling differ considering it is his first year of fasting?

Masturbation is forbidden (haram). If someone engages in it while fasting and semen is released, their fast is invalidated, and they must make up that day and repent. However, if someone masturbates before Fajr and does not perform ghusl (ritual bath), their fast is valid, but they are sinful for neglecting prayer. If they had sworn an oath to abandon it and then broke that oath, they must offer an expiation (kaffarat yamin) for each instance of breaking the oath.
