Is zakat obligatory on the money of a child placed under government guardianship until he reaches maturity?

Zakat is obligatory on a minor's wealth if it reaches the nisab (threshold) and a hawl (full lunar year) passes, according to the majority of scholars. The directive to disburse it is addressed to his guardian. If the wealth is held by the government, this does not prevent zakat from being obligatory on it; in such a case, the government undertakes its disbursement, or his guardian disburses it if the minor has other wealth with him. If zakat was not disbursed, then its owner must disburse it for the period during which it became obligatory, after reaching the age of maturity.
