It is permissible for a woman to watch programs that show immodestly dressed women (mutabarrijat) or that feature impermissible mixing (ikhtilat), from the perspective of viewing itself. This is based on the general permissibility for a woman to look at other women (excluding what is between the navel and the knee), and for her to look at men (at what is ordinarily visible without suspicion). However, from another perspective, some scholars believe that it is impermissible to watch objectionable acts (munkarat), because it implies a kind of approval and satisfaction with them. To avoid this ambiguity, it is safer for a woman not to watch such scenes. There is no difference in the ruling on looking at an immodestly dressed woman on television, whether she is Muslim or non-Muslim.
