Is it permissible for a man to watch programs presented by immodestly dressed women or women whose hijab is not in accordance with Islamic law, or competitions in which immodestly dressed women participate? And is it permissible for scholars to appear on programs with immodestly dressed female presenters or guests?

Allah Almighty commanded the believers to lower their gaze from what He has forbidden. The 'awrah (intimate parts) for a woman is her entire body, except for the face and hands, and there is a difference of opinion regarding the permissibility of looking at these two. Scholars have unanimously agreed on the prohibition of a man looking at a woman's 'awrah, even if without desire or without fear of temptation. It is also forbidden to look at unveiled female presenters, even if there is no fear of temptation or absence of desire, as is participating in programs with them.
