Is it permissible to give the obligatory Zakat or charity for the treatment of drug addicts?

Zakat (definition) is disbursed only to those entitled to it, whom Allah Almighty has designated. The recipient must be poor or needy, and the zakat must be transferred into their ownership. If the intention is to give zakat to a specific entity that treats addicts, then it is not permissible. However, giving zakat to a specific addict is permissible if they are poor and unable to afford the treatment costs. This applies to obligatory zakat on wealth. As for voluntary charity (sadaqat al-tatawwu'), its scope is broader, so it is permissible to give it to an entity that treats addicts, and it is permissible to give it to someone who can afford the treatment costs, as a form of assistance to them.
