What is meant by "dhi an-nab" (the fanged) in the Hadith of Abu Tha'labah, may Allah be pleased with him, and does it apply specifically to all beasts of prey, and are there any beasts of prey without fangs that are permissible to eat?

"That which has fangs" (dhū an-nāb) in the Hadith refers to predatory animals that attack people and their property with their fangs, such as lions, tigers, wolves, and dogs. These are considered forbidden by the majority of scholars. A "predator" (sabūʿ) applies to an animal that has fangs, attacks, and preys. However, an animal with fangs that does not prey is not considered a predator and is permissible according to the majority of scholars, even if it has fangs.
