What is the ruling on plucking the thick hair around the eyebrows for someone who covers their face and forehead, provided that the eyebrows themselves are not plucked or thinned?

It is permissible to remove hair if its growth is abnormal or its density exceeds the usual limit, especially if the person is harmed by it or if it covers his forehead. As for the density on the cheeks, it is considered part of the beard and it is not permissible for men to remove it.
