Government funds and equipment are respected public property. It is not permissible to transgress against them through theft or usurpation, nor is it permissible to purchase them or accept them from anyone who has transgressed against them. However, whatever he gifted from public funds is not permissible to accept, because it is a gift from a transgressing betrayer, and authority does not entitle an individual to public funds. As for public property that has been subjected to assault by burning or destruction, it must be salvaged and returned to the Muslim ruler if one exists. Otherwise, it should be held onto until a Muslim ruler takes charge of it, and it is not permissible to benefit from it privately. As for the looted carpet, it can be kept in the mosque if needed. Otherwise, it should be given to a poor Muslim or sold, and its price be given as charity to the poor, due to the impossibility of returning it to its owner.
