Why was Satan not chained in the Battle of Badr, even though it occurred in Ramadan and Satan was present in it?
Firstly, it is well-known in books of (exegesis) and Sirah (prophetic biography) that Satan was present at the Battle of Badr, appearing in the form of Suraqah ibn Malik. However, this has not been authentically narrated from the Prophet, peace be upon him. Rather, it was narrated from Ibn Abbas, but its chain of narration is questionable. There is a Mursal (missing link in chain) that supports the meaning of these narrations, mentioning that Iblis was never seen smaller, more humiliated, or more enraged than on the Day of Arafah, except on the Day of Badr, when he saw Gabriel arranging the angels for battle.
Secondly, the chaining of devils in does not contradict this for several reasons: 1. The one who appeared in the form of Suraqah was a shaytan (devil) and not one of the maradah (rebellious devils) who are chained. 2. The chaining of devils might have been legislated after the Battle of Badr. 3. The chaining of devils is specific to believing fasters, not to disbelievers.
Therefore, there is no problem with Satan coming to the polytheists before the start of fighting in the Battle of Badr.
