How did Satan appear to Abu Hurairah in Ramadan, even though the devils are chained therein?

The hadith of Abu Hurayrah indicates that Satan appeared to him in Ramadan, as Abu Hurayrah was entrusted with the zakat al-fitr, which is collected before Eid. Scholars have mentioned that the chaining of devils in Ramadan does not contradict Satan's appearance to Abu Hurayrah. This might be because the chaining applies only to certain devils (the rebellious ones), or it means a reduction in their evil, or that evils and sins occur due to reasons other than devils, such as wicked souls, bad habits, and human devils.
