What is the reason for the spread of sins in Ramadan despite the devils being chained?

The occurrence of sins in Ramadan may be due to several reasons, such as the self and desires, especially considering the statement that all devils are chained. Al-Sindi, in his commentary on Sunan al-Nasa'i, clarified that the occurrence of sins does not contradict the chaining of devils, as the spark of the self and its impurities are sufficient. Not every sin is committed through the mediation of a devil; otherwise, every devil would have a devil, leading to an infinite regress. Al-Baji, in his commentary on al-Muwatta, mentioned other possibilities for the hadith, including: their being truly chained while still being able to influence through speech and opinion, or that the blessings and rewards of the month make the devils as if chained due to the ineffectiveness of their temptations, or that what is meant is a specific type of devil. Some scholars are of the opinion that only the rebellious devils are chained, and thus, sins may occur through the whisperings of those devils who are not chained.
