Why was Satan not chained during the the Battle of Badr, which took place in Ramadan?

Regardless of the details concerning Satan's presence in the Battle of Badr and the chaining of devils in Ramadan (definition), scholars have differed regarding the reality of this chaining, its effect, and who it includes. Some say it is specific to the rebellious devils (maradah) or those who eavesdrop (mustarqi al-sam'), or that it only occurs during certain nights, or that it is specific to the devils who tempt Muslims, or that it is specific to fasting individuals who uphold the conditions and etiquette of fasting. The chaining of devils from Muslims does not contradict their dominion over disbelievers.
