How sound is the belief that devils are chained in Ramadan, and why do Muslims find it difficult to abandon sins during it?

The statement that Satan does not exist in Ramadan is incorrect, as it has been authentically reported from the Prophet, peace and blessings be upon him, that devils are chained and shackled in Ramadan.

Sins occur in Ramadan for several reasons, including: sins are reduced among fasters who have observed the conditions and manners of fasting; only some devils, namely the rebellious ones, are shackled, not all of them; or the intention is to reduce evil therein, which is a tangible matter, as the chaining of all of them does not necessarily mean that no evil or sin will occur, because there are other reasons for that besides devils, such as wicked souls, ugly habits, and human devils.

The chaining of devils in Ramadan does not prevent their movement, and therefore it does not contradict the occurrence of sins. Devils move and mislead whomever they mislead, but their activity in Ramadan is not like their activity at other times.
