Why do I still experience whisperings and doubts during the month of Ramadan, despite the devils being chained, and is this from my own soul that incites evil?
We ask Allah to relieve the questioner of her affliction, and we commend her for repelling whispers (waswas) by seeking refuge [in Allah] and adhering to certainty. As for the chaining of devils in Ramadan, it has been established in the Two Sahihs and other collections, and it has two interpretations: either literally, meaning they are prevented from harming believers or those among them who eavesdrop [on heavenly matters], or figuratively, due to the abundance of reward and people refraining from transgressions. This is supported by the fact that the devil may not cease whispering even in Ramadan, as mentioned in the hadith of Safiyyah and the hadith of the devil of prayer (Khanzab). Some scholars have mentioned that those who are chained are some of the devils, specifically the rebellious ones (al-maradah).
